Candidates who are considering this process should be able to answer "yes" to the following:
- I have explored adding certification through the "Highly Qualified Route to Certification in Additional Areas" CA-HQ process (http://www.epsb.ky.gov/mod/page/view.php?id=208), offered by Kentucky Education Professional Standards Board and have decided this is not the appropriate route for me.
- I have college course work or teaching experience in the content or endorsement area I would like to add.
I understand there is a $200 non-refundable fee.
Candidates who answer "no" to #2 above, are encouraged to explore adding/extending certifications or adding endorsements through a traditional process. Please contact Betty Hampton at betty.hampton@louisville.edu to discuss options.
How the proficiency evalution process works
The first step in the proficiency evaluation process is to submit documentation for a preliminary review (see below for more information). Once the review has been completed, an email response will be sent indicating next steps. Please note that if approved to continue with the proficiency evaluation process, there will be a $200 non-refundable fee required.
Additional documentation will then be requested regarding professional dispositions. Additional documentation may also be required regarding course work (such as syllabi) and experiences. All information will be reviewed to determine eligibility for recommendation of the additional certification or endorsement, or if additional course work or experiences are needed before a recommendation can be made.
If additional coursework or experiences are required, an Educator Learning Plan (ELP) will be developed. All requirements of the ELP must be satisfied within two years. Once the ELP has been developed, an employment eligibility letter will be provided. Candidates who are selected for a position in the certification area being sought, must obtain a written offer of employment from the school district. Candidates can then be recommended for a one-year proficiency provisional certificate, which may be renewed one time.

Brief letter identifying certification or endorsement areas of interest with rationale and summary of the evidence (e.g., work or other experiences) you wish to be considered as the basis for adding or extending certification.

Copy of all college or university transcripts.

Detailed resume, including all grade levels and content areas taught.

Intent for Hire
Communication from the principal or school district indicating intent to hire, if applicable.
Information Pages
Applicants are required to provide proof of oral communication proficiency to satisfy state certification requirements. Applicants who complete a course in speech communication (or related course), with a grade of "C" or better automatically meet this requirement.
Note: Applicants who have not completed an approved course with grade of "C" or better should contact Trish Schneider, education admissions counselor for the MAT program, to discuss their options.
The courses listed below are offered at the University of Louisville. Applicants who have completed one of these courses with a "C" or better, or a similar course at another accredited college or university, satisfy the oral communication requirement.
COMM 111. Introduction to Public Speaking – 3-credit-hour course
Training in fundamental processes and attributes of effective public speaking.
COMM 112. Business and Professional Speaking – 3-credit-hour course
Develops theoretical and applied material concerning communication practices appropriate to business and professional settings.
COMM 115. Interpersonal Skills – 3-credit-hour course
Training in basic processes and skills of face-to-face interaction. Emphasis on developing language, nonverbal and conflict management skills.
POLS 111. Political Discourse – 3-credit-hour course
Course designed to familiarize students with dimensions of political discourse while simultaneously providing students with opportunity to practice arts of political speech.
TA 324. Acting for Non-Majors – 3-credit-hour course
Survey of basic acting techniques, intended for students who do not anticipate careers in theatre.
WGST 203. Gender Issues in Public Dialogue – 3-credit-hour course
This course familiarizes students with ways gender issues have been represented in public dialogue. Students analyze speeches and editorial writing on gender and practice public speaking on gender issues.
Applicants are required to provide proof of written communication proficiency to satisfy state certification requirements. Applicants who complete a course in research writing (or related course) with a grade of "C" or better automatically meet this requirement. In addition, applicants who meet the passing score requirement in writing for one of the approved admission exams automatically satisfy this requirement.
The course listed below is offered at the University of Louisville. Applicants who have completed this course with a "C" or better, or a similar course at another accredited college or university, satisfy the written communication requirement.
ENGL 102. Intermediate College Writing
Prerequisite: ENGL 101. Students practice more sophisticated approaches to writing processes and products. Additional emphasis on conducting primary and secondary research, generating longer texts and improving critical reading. Required writing consists of multiple drafts of at least four papers of varying lengths, with one extended documented paper.
